• Maîtrise parfaite des procédures de gestion administrative, comptable et financière des projets financés par les bailleurs de fonds internationaux (Fonds Mondial, Banque Mondial, AFD, Union Européenne) ;
• Bonne maitrise des procédures Approche harmonisée pour Cash Transfer (HACT)
• Rédaction et mise à jour de Manuels de procédure administrative, comptable et financière, de gestion pour les Récipiendaires Principaux et les Récipiendaires Secondaires, et de procédures pour la caisse des menues dépenses ;
• Planification et coordination missions d’audit interne et externe des subventions du Fonds mondial au près des bénéficiaires (Organisations à base Communautaire, ONG et Associations) Principaux et des Bénéficiaires Secondaires (Contrôle interne, préparation et facilitation des missions de supervision du Bailleur de fonds (revues du LFA et du Portfolio Manager pour le Fonds Mondial, Supervisions, Revues à mi parcours) ;
• Formation des RP et des RS en gestion administrative, comptable et financière, transfert de compétences (évaluation des besoins, création de modules ad’hoc, organisation et animation des sessions de formation, coaching et mentoring)

    My main duties where as follows:
    • Ensure proper implementation of manual procedures and ensure the implementation of a system of internal control for “Zero Cash Policy”
    • Prepare training modules and ensure initial and continuing Finance Mager in the program and PRs for proper use of administrative, financial and accounting for implementation grant by “zero cash Policy”
    • Ensure the preparation and monitoring of budgets and cash flow, preparation of project financial statements in accordance with accepted accounting standards and rules of the Global Fund
    • Develop a procedure manual for the payment of community relays in the National MILDA distribution campaign in Chad Global Fund grant.
    • Establish financial monitoring report "PUDR" funds from the Global Fund on a quarterly progress report
    • Ensure the regular replenishment of the accounts and their management following the standards of the Global Fund, to prepare requests for replenishment and reimbursement
    • Ensure the maintenance and reliability of annual financial statements will reflect all project activities, including those created by secondary recipients (BS)
    • Ensure the preparation of bank reconciliation statements (monthly) to be established by PRs (BP)
    • Participate in the planning and execution of inventory work
    • Facilitate internal audits / external financial supervision (possibly LFA)
    • Coordinate audits with sub-recipients
    • Monitor the financial execution of contracts and agreements with sub-recipients and providers involved in implementing the component activities in compliance with the rules contained in the manual of procedures

    • Ensure the regular replenishment of the accounts and their management following the standards of the Global Fund, to prepare requests for replenishment and reimbursement
    • Ensure the maintenance and reliability of annual financial statements will reflect all project activities, including those created by secondary recipients (BS)
    • Ensure the preparation of bank reconciliation statements (monthly) to be established by PRs (BP)
